A repressive government has arrested the members of the opposition parties and closed all newspapers opposing him while putting in effect a curfew that all but hinders the possibility of sharing information among those that oppose him.

Expressing one's opinion against the government in a dictatorship could create problems to both you and your family. So you would try to create secret circles unknown to the police and try to circulate paper newsletter, or posting your news on twitter hoping the response of the rest of the world could unsettle the government.
